梅雨の雨に屈せず、0715首都圏木曜集中集会

滝のように流れ落ちる梅雨時の雨にも屈せず、 多くの連帯単位とともに7月15日の出入国管理所前闘争を行いました。 「強制追放阻止」と「事業場移動の自由」、そして「労働許可制」を 争奪する日まで、毎週「木曜集中実践集会」を行う予定です。 同志のみなさんの支持と保護、賛同をお願いし、 15日の集会で叫んだ私たちのシュプレヒコールを添付します。

「盧武鉉政府、ブッシュにも劣るのか!?野蛮な人間狩を中断し、誤った雇用許可制を全面再検討しろ」

米国のブッシュは2004年2月、アメリカ国内の不法滞留労働者に対して 3年間、一時的な合法滞留の身分を付与する新移民法の改正推進を宣言しました。 ブッシュの再選と無関係に新しい移民法が通過すれば、 千万人程のアメリカ国内の不法滞留者、 それに含まれる韓国系不法滞留者50万人程が「3年間の合法滞留者身分」を 獲得することになります。つまり、新しい国家政策を執行する前に、 増える不法滞留者に3年間の特別な合法身分を保障して、 彼らにも合法的な「永住権」や、「市民権」申請の資格を開いたのです。

強制追放に及々とするのではなく、合法化の道を開いたという点で ブッシュの対移住労働者政策は非常に「転向」的な態度だと見られます。 新移民法により身分が保障される不法滞留者は、 最低賃金と労働権などの法的保護が受けられるようになります。

ブッシュの移住民政策に比べ、盧武鉉政府の雇用許可制は極めて 反人権的、反労働的な拙速政策です。 2004年、盧武鉉政府が発表した外国労働者需給計画によれば、 8月17日に施行される雇用許可制は、3年以上になる10万人ほどの未登録移住労働者を 年内に強制追放し、新しい外国人労働者で再編成するというものですが、 内容をよく調べてみると新しい人材の半分以上を問題の多い 「産業研修生」に代える政策に過ぎません。

結局、雇用許可制は一歩進んだ移住労働者政策なのではなく、 既往の産業研修生制度と変らない典型的な卓上政策であり、 野蛮な強制追放を前提にしているという点で反人権的な労働悪法です。

新しい(?)政策、雇用許可制実施のために、 年内に10万人以上を強制追放するという盧武鉉政府の野蛮な人間狩政策は、 それ自体がたいへん非現実的な発想です。 ブッシュが行なった合法化の道も考慮しなかった点で、 盧武鉉政府の人権伸張に対する意志は一つもなかったと見られます。 しかも強制追放の対象である未登録移住労働者たちは、 韓国経済の発展に尽してきた産業戦士ではありませんか。 彼らは韓国人たちがつらい、危険といっていやがる3K業種に奉仕し、 深刻な低賃金、高強度の労働に耐えて黙黙と働いてきたという点を 看過してはなりません。

現行法上、未登録長期滞留という理由で進められている強制追放は、 すぐに中断されるべきです。盧武鉉政府は、 不法移住労働者を量産せざるをえない反人権的で反労働者的な 雇用許可制を全面的に再検討し、現実境遇を考慮した労働ビザ制の導入を 積極的に考慮すべきです。 そして、未登録移住労働者に対する合法化の道を開いてこそ、 21世紀の先進民主国家になれるのです。

Roh's Gov, Worse than Bush's !?
- Reexamine and amend "the new Licensing Employment Law"

On Feb. 2004, America Bush proposed that a new migrant labor program would give legal status for at least three years to millions of undocumented immigrants working in the United States. It's more important to him to get re-elected, thinking that this new "Guest Worker Program" will swing the Hispanic vote his way. Bush’s proposal would give 10 million illegal U.S. immigrants \x{2014} including estimated 500,000 undocumented Korean workers \x{2014} the chance to register as legally recognized temporary workers and stay for up to six years. Even they could apply for Green Card or Citizenship in this grant period and are provided the minimum wage and the right to work.

Compared Bush's new migrant plan, Korean Roh's new "Licensing Employment Program" is such a disaster of outraging a migrant worker. According to Roh's this new plan, in Korea 100,000 undocumented migrant workers should be expelled within this year since Oct. 17, and replace them with the new migrant human resources. In addition to this disaster, the discontinued previous "Industry Trainee Program“ as before supply the place of half the resources. So called causing trouble modern slavery, "Industry Trainee Program“ is coming back by stealth. As the result, Roh's new new "Licensing Employment Program" is a absolute lie , a typical amchair-policy bad law, and even such an outrage against human right.

It's such a very sad situation making the imperialistic Fascist Bush the Roh's model. Why the Roh's Participation government lost down to this condition worse than Bush's Fascist gov.? Why Korean people desperately expect for Roh to rather follow Bush's new "Migrant Labor Program"? Cracking down and forced deportation against 100,000 migrant workers within this year, is so unreal and outraged fantasy. Human hunting(Forced Deporting Policy) against undocumented long stayer should be mmediately stopped. And so Roh's gov. should reexamine their new "Licensing Employment Program" in full-scale, which mass-produce new illegal migrant workers. With the alternative settlement, positvely Roh should do enact the "Labor Visa Program" in actuality. It's the advanced democratic way that undocumented migrant workers stay, work and live well and free in Korea by this "Labor Visa Program".
